One tough part about that is credibility, you are competing with Paychex, ADP and lots of medium and small payroll companies.
You need a business license, thats done at the county level, go see your county govt offices.
You need a payroll software designed for multiple companies so that you can file as a batch filer, Paychoice is $ 7500 and thats the cheapest. If you plan on using Quickbooks good luck, many have tried and all have failed, QB is designed to run the books for one company, not payroll and taxes for lots…
You need an ACH provider so that you can do direct deposit, most banks are around $ 200-$ 500 per month plus transaction fees but there are some good third partys that do it cheaper.

This has links to required licenses and permits by state. Poke around the website and hopefully you will find what you need.
